The competition was part of an ongoing effort by the Dublin Docklands Authority to revitalize an industrialized waterfront section of Dublin, Ireland. Meant to be a gateway from the River Liffey into the city, the design combines street level retail and restaurants with residential and office space on the upper floors. As part of the competition requirements, the top two floors of the tower are to house new recording studios for the rock group U2.
